Rain rot is like athlete's foot. It is a fungus, it is contagious, and it is from damp/warm environments that don't completely dry. When a horse gets wet, and has no chance to dry, the layer against his skin is warm and wet, providing an excellent environment for the fungus to grow. Just FYI.

AR - He's too big, this you know. If he were mine I would divvy up his feedings into at least three times a day and begin ponying him around. If he doesn't take it off pretty quick I would definitely get him checked.

NG - you just couldn't resist. It does look like she takes good care of her horses. Although I don't agree with not removing the blanket for 2 weeks, I have been guilty of leaving them on 5 or 6 days with just a lift up and check. That was for stalled horses though.
