Its called a courtesy call and no manager should be irritated that you called to follow up on the hiring process. Some are even impress that you took the time and cared to call. Keep in mind that they receive many applications for people who are terribly under qualified for the job and won't bother to follow up.

I did do a follow up call, and the assistant manager was the one who got me set up with the second part of the application.  After I did the application, I found her, made sure to thank her and tell her that I look forward to hearing from her.  We talked about hours, and I told her that I honestly can be at work any time I am not in school.  She asked me for an estimate of my hours, and I said 20, but I wouldn't mind doing more or less.  (As a high school student who is moving out next year...I really really need that extra money and a steady job.)
