You can foster to adopt out of the social services system. Take the classes and they will be throwing kids of all kinds at you in no time. They say reunification is the goal but it rarely happens and you can specify that you want to foster children who are in TPR (termination of parental rights). My sister got both her kids that way. Little girl was 3, little boy 5 weeks old.

Bear in mind that any child beyond infancy in ANY kind of adoption situation is probably coming from some sort of distressed, abusive, neglectful or traumatic situation. They can of course have issues that need to be addressed psychologically later. Also keep in mind the parents KNOW who you are when you adopt them, because there will be a court hearing. They can track you down. My sister has recently been getting emails from the girls mother. The girl is now 15. My brother in law ran into the boys father one day when he was at work. Small world since they'd moved three times and this was an office he only recently had rented.

It is wonderful though, to provide foster children with permanent homes. Also check out Children's Home Society and other local "orphanages".
