It's called the greener pastures program. (I can't post the link because it's only on the member side of the site). If you are a member, log in and it's close to the pedigree research button.
If you can't take care of your horse (and are an AQHA member) you can list it with AQHA. If you have room for an extra horse, you can also register to take up to 5 horses in.
I can't tell if there's a fee associated with it but at least AQHA seems to be trying to help the unwanted horse situation.
