There are plenty of western hackamores with shorter shanks/less leverage.

Jim Warner Hack (this comes in two shank lengths, the shorter one is even shorter than english hack shanks)
Shanked Sidepull (The name is so horribly incorrect but that's just what it's called)

The two hackamores you posted are pretty comparable. About the same length of shanks, gentle noseband, curb chain.
How old is this horse, and how much training does it have? I simply assumed this was a trained horse having issues with a bit. If the horse isn't well broke yet, I'd highly suggest AGAINST any of the hackamores pictured. Mechanical hackamores are not NOT NOT ideal for inexperienced or unfinished horses. Sidepulls or even loping hackamores are a much better option.
