For the most parts it's called poor breeding, poor socialization and poor training.

Not saying something is not much better than denying it.Um, almost ALL TERRIERS can have dog/animal aggression issues, even the little cutesie ones. It's the temperament. Does that mean nobody should ever have a Terrier? There are bad dogs in every breed... if person A. puts up a photo of their new Golden Retriever pup, does that mean they must also put a disclaimer on that great aunt Margaret got bitten by a Golden a few years ago so use caution?
