They're supposed to respond to the lightest of cues, both leg and hands. That's what first came to mind about the video the OP posted; that horse is only 5, so he/she's pretty young, and the rider might have been trying to stay out of the way. ...or she just has a funny way of riding

She just looks like she's trying to make the horse look fast and flashy. She is not the norm, trust me.
