Update, post #20.
We had some new people move into the neighborhood about a month ago. Their daughters are friends with my girls.
They went out of town over the weekend, and had my oldest girl feed their dogs & cat. We went over Sunday morning, and when we left, the dogs squeezed through a section where their fence was down. We put them back in the yard three times before I got some sticks and blocked off the hole. I didn't have a phone number to contact them.
The dogs were there when my daughter went to feed them the last day, but when the people got home that night they were gone. It's been two days now, and they haven't found them.
I feel so guilty, like it's our fault the dogs are missing.
